For a 25t motor, you do not need a fan to cool down.
As long as you have the right gearing, the car will have awesome acceleration as well as top speed.

what's your pinion and your spur?

In Canada we race 26 motors(stock class, the slowest class) and all the racers never had a problem with over heating their motor. you only need a fan if you are running a mod motor(6t or 7t). With all that things, I bet your car is REALLY heavy, so get rid of all that crap and pick the right ratio and your car will perform awesome.
