The foam will channel cold air entering from the front opening of the bellypan to the fins on the side of the engine & over the valve cover for better cooling. If you do not put foam there, cold air will just bounce around after entering the bellypan, & will not achieve the cooling effect.

The white cap is a venturi funnel, much like a carburetor. It also dampens the noise plus smoother throttle transition.
